In a nutshell taqdeer can change, if my memory serves me right
[as i did not take notes on the lecture given by hadret sayyed sahib qibla when he talked about this issue when he was explaining the nmeaning to wahuwa 3ala qulli shayin qadeer]
destiny (taqdeer) falls into 3 categories i think they are called (1) mubrem, (2) shabi mubrem and (3)mustaqbil
(1) if a person is suffering some afflication they can give sadaqa in a special kind of way according to hadith nabweeya (put some money away each day for 40 days then on the 40th day give the money to masjid before jumma salah and then make duaa, if he she missess 1 day then they must start again, so taqdeer can change by giving sadaqa thorough righteous 3amal
(2) if this does not work and the issue afflication has not gone away you can ask a saint wali to make duaa, go to a darbah or dargah of a famous shaykh and make duaa there
(3) is that type of destiny that cannot change (there is in the qur'an examples of this hadret nuh alayhis salaam not accepting faith), here is a good example from shaykh ahmed al qadiri rizwin zia'ee about this he was explaining to us some aspects of destiny and said that the non believers are destined to hell that cannot change because it is allahs absolute decree, however who goes to hell or not can change because each person has an opportunity and choice whetehr they want to accept or not, to do good or bad deeds or not. he also mentioned that his eminence Ba fayz saferul islam shah abdul aleem meeruti al qadiri raheemullahi ta3ala said in his "lecture codification of islamic law" that allah has givien us a code of law (shariatullah) and also a common sence to choose one from another good from bad, Allah almighty has destined a path for us but we will not known what that is until we tread upon it. The shaykh then gave us the following example about the thief that come to the house of Gausi azam ba madaday with the intention of stealing, but left a qutb through the blessed suhbet of the esteemed seal of sainthood wardul baghdad sidi shaykh adbul Qadir al gaylani. the mans destiny was to become a qutb, but that only happened when he come to the door of gausul azam ba maday qadda salla sirru
